[m-dev.] 0.13 release branch created

Hi all,

The 0.13 release branch has been created.  You can check it out
with the command:

	cvs co -r version-0_13-branch mercury ...

(Also, remember to specify the branch name when checking out the
test suite).

When posting diffs please remember to specify which branch the diff
applies to.

The main branch has been tagged as version-0_13-branchpoint at the
point of the fork.  The first of the beta release should (hopefully)
be available tommorow.
