[m-rev.] for post-commit review and opinions: warn option classification

Before proposing a reorder of the warning options, I think we
need to agree on their classification. The attached diff proposes
a classification, with each ZZZ comment after an option signifying
that it proposes a different classification for the line's option compared
to the functions that return the set of style and non-style options.
The WARN_PROPOSAL file lists these changes in a more readable form.
Once we agree on the new classification, we can replace those functions
with calls to solutions with oc_warn_{s,ns}, or their replacements,
respectively.
For opinions by everyone.
