[m-users.] Open sourced Mission Critical IT code

Mission Critical IT have given me permission to open source some library
code that they have developed.  It's in an unmaintained/unknown state but if
it's useful to you then it's here:

https://github.com/PaulBone/mclibs

If it is useful and you make some improvements then I encourage you to
contribute back with a pull request or e-mailed patch.

The code is distributed under the MIT license (similar to the BSD 2-clause
license) and two data files are public domain.
