[m-dev.] commitlog-11.07

Hi,

I was speaking to Julien, and he doesn't have time to release a new
version of 11.07, so I volunteered to do it.

One thing that needs to be done is upgrade the NEWS file with the
modifications.  I see there is a file commitlog-11.07 in
/home/mercury1/repository.  How do I update the file given the current
commitlog?
