Done.  You now *must* supply a valid e-mail address, at least initially.

I've also changed the "From:" address on the e-mails so that they come
from mercury-noreply at earth.csse.unimelb.edu.au.  I'd recently changed it
to mercury-bugs-noreply at earth.csse.unimelb.edu.au to make it easier to
write procmail rules for, but that address seems to have run afoul of
the department's auto-whitelist rules (for some reason).
