[m-dev.] repository freeze for creation of 0.13 branch

Just a reminder to everyone that the repository is frozen from
now until the release branch is created on Sunday (modulo fixes
for anything that breaks the nightly builds).

I'll post a message on Sunday after the release branch is created.
