On ceres it bootstrapped and installed *in grade hlc.gc*.
The bootstrapping problem only happens if you try to bootstrap
in an LLDS grade such as asm_fast.gc.
If you back out the change, it should bootstrap and install fine
on ceres in grade hlc.gc without manually setting LIBRARY_INTERMODULE=no.
On machines where the compiler gets installed in grade asm_fast.gc,
it will not have managed to bootstrap once and install, I'm pretty
sure, so you shouldn't have any problems on those machines either.
Note that although it bootstrapped in grade hlc.gc, it still fails lots
of test cases. Some of these are due to your change to the uncaught
exception message from "Uncaught exception" to "Uncaught Mercury exception".
