Fixing it, but we still have one problem.

This change managed to bootstrap once and install (which is strange that
it managed it once but not twice), so even if I remove the change it
will not bootstrap unless the stage1 compiler is built with
LIBRARY_INTERMODULE=no (it can't be that for stage2 or later otherwise
the library will not install).
