Minor change: also output the reuse-conditions to the hlds-dump. 

hlds_out.m:
	Not only print out whether a procedure has reuse or not, 
	but also print out all the possible reuse-conditions the
	procedure requires to be satisfied. For non-exported 
	predicates this is the only way to see their reuse-
	conditions.
