It's just rapidly changing code as the interface kept changing.  Don't
assume any of it is there for a good reason.  If you try the changes you
suggest and they work, by all means use them as a fix.

However, I believe that UTF-8 stuff will not work very well as (last
time I tried it) a 3 byte BOM was output before the output of the string
or character.

The factoring out of initialization code seems like a good idea.
