The former.
But, since news flakiness is generally caused by either:
a) disk full on mulga
b) mulga down
Nothing we can do about a) except repost those messages (it tends to
mail you about this). With b), I expect the mailing list will be down
too.
Do you expect news to be so flaky that half the messages will be lost?

The inews on the case machines is compiled from the source in
/local/src/dept/news/nntp/inews/inews.c
which seems to exit(1) on most errors (except, of course, when the
server accepts the news article, but then barfs it back at you later).
I'm presently running this inews, since I run procmail on cat. May
eventually move this to mulga.
(note, it isn't real inews, just a cheap imitation (like those cheap
imitation Amulets of Yendor that we wouldn't know anthing about)).
