[mercury-users] Add rtree docs to ROTD libman?

[adding changes first; then add docs].

Cool!  Thank you; I was just concerned that this fell
through the cracks because of the many other things going
on with the release (and I am using rtree for a key piece
of work, so ready documentation will be nice when available).
