I realised that the question I asked is actually answered in the FAQ. I tried 
to read the FAQ on the weekend but it didn't work so I assumed that the 
machine was down. Actually, I realise now that:
hydra.cs.mu.oz.au
is not accessible from outside of the CS department (including other parts of 
melbourne uni).

eg. from a machine in Canberra that is perfectly happy connecting to 
http://www.cs.mu.oz.au/:
peterh at thredbo:~$ telnet hydra.cs.mu.oz.au 80
Trying 128.250.33.33...
telnet: Unable to connect to remote host: No route to host

Could you please fix the firewalling of the machine that hosts the FAQ? 
(Either that or move the FAQ?)
