For review by anyone.

The reason why I am committing it before review, besides wanting
to work on this more later today, is that any problems are likely to be
easy to fix, and in fact easier than with the old setup.

Note that the diff does not contain the diff to doc/user_guide.texi.
The reason is twofold: including it would have pushed even the
compressed diff well over 100 Kb in size, and the diff is far less
readable than the new version that you can easily see after a git pull.

Note also that I don't expect any reviewer to go through every single
option and check its documentation in the old user guide vs the new,
because I know from experience that this task would take several hours,
at least. What you may wish to do instead, which is almost as good, is
to just find some options in the old user guide whose documentation seems
complicated and hard-to-replicate automatically, and check a few of those.
A dozen or two spotchecks of the harder options are almost as likely
to find any problems as a tedious full comparison, since problems are
unlikely to lurk in the options with trivial documentation.
