I spent a few minutes on this the other day, and came up with roughly
the same patch.  It didn't work very well when I tried it on the
standard library.

* mer_std.all_os - tried to make the same .mh file in parallel
* mer_std.all_css - made .cs files in parallel, then once again serially
* mer_std.all_javas - ditto
* mer_std.all_erls - ditto
