There are also a bunch of files in the Mercury distribution itself,
e.g. BUGS, .README.in etc that refer to this file - if you are going to
update the webpage then the other references should also be removed.

(I don't want to get rid of mercury-bugs at the moment because the
documentation for the 0.13 release still points users to it.)
