It isn't; it is autoconfigured to "texi2dvi"

No.

The man page of texi2dvi states that it has a --pdf option. On my laptop
(alys), it seems to be switched on by default, even though none of the
environment variables mentioned by the texi2dvi man page are set.

The man page does mention that texi2dvi will use etex or pdfetex when
available, and on alys both are in fact available. However, the etex
documentation doesn't seem to give any conditions under which it would
default to generating pdf either.
