No, it wasn't.  Empty directories don't exist, because CVS doesn't
support them.  If you think they do, it's because you are not using
the right CVS options.  You need to use the "-P" option when doing
a cvs checkout or cvs update.
Put 

	update -d -P
	checkout -P

in your ~/.cvsrc.

If you don't use -P, then you will get all kinds of bogus empty directories
which are just historical remnents of past mistakes.
