[m-dev.] errors in Cygwin build 10.04.2

"The configure and make as-per normal from the level."

I read "from the level" as from top level - but I now realise that
more likely you may have meant HERE in boehm_gc/libatomic_ops "level",
i.e., "this level"

I have removed INSTALL from the windows env altogether and am doing an
untar with 7zip and will try again but starting down at "this level"
