[m-dev.] branched for 0.11

I propose that we branch for 0.11 now.
Any objections?

That would mean that
	- the feature freeze on the main line will be over
	- bug fixes should be committed on both the version-0_11-branch
	  and on the main line.

In fact, since I thought it is unlikely anyone will object, I have
already gone ahead and created a new branch "version-0_11-branch" for
the 0.11 release...
