IMHO, no.  I want the copyright dates in the files to reflect the dates
when those files were actually changed.  If a file hasn't changed this
year, it should not have "2002" in the copyright message.

It would be fine with me if the check.pl script invoked by `cvs commit'
updated the copyright dates automatically, though.
