[m-dev.] Concurrency and blocking behaviour

I've just had a look at some of the stuff in the IO library and it
appears
that blocking operations don't cause a thread yield in concurrent
grades,
as one might expect.  The same thing goes for the posix library.  This
looks
like an omission to me and a reason for moving the concurrency stuff
into
the main distribution.
