Where? It can't be in the "since 0.9" section, since it is logically after
Rudolph, but the "since Rudolph" section doesn't exist yet.

In any case, I don't think mentioning new library predicates in the NEWS file
is important except at releases. At a release, someone should do a diff anyway
between the old and the new release, to make sure that no changes are missed;
this limits the usefulness of updating the NEWS file between releases.
