Mainly because I have several outstanding changes (additional
improvements to the gcc back-end interface) which depend on this.
I've been using rcs and cvs just for myself, to keep track of
the different stages that my own changes have gone through.
Seeing as how things are spread across three cvs repositories
(one for gcc, one for Mercury, one for my new C code in the
gcc/mercury directory), and a directory using rcs (for my new files
in the mercury/compiler directory), it's tricky to keep things
organized, and creating multiple workspaces is hard.  Also my PC
(hg) has no free disk space, which doesn't help.

Anyway, I think I've addressed all your review comments, so I'll go
ahead and commit it (except for mercury_compile.m, as mentioned
earlier).  For the files which I've already had under CVS control,
I'll just move the *,v files directly into the repository, so as to
retain the existing change history.
