You need a working (i.e, actually, "quite fresh & working") Mercury 
compiler to build this beta release:

While users could in practice overcome this (if they kept up and built 
successive ROTDs, or used a Docker image) perhaps it would be a good 
idea to restore the way 20.06.1 and prior stable releases configure the 
building system?
