[m-rev.] for review: make sparse_bitsets operate on uints

For review by anyone.

Note that the diff mentions changes to fat_sparse_bitset.m
without making those changes. I intend to make those changes
once I have addressed any reviewer comments about sparse_bitset.m.

The introduction of unchecked_{left,right}_ushift and <<u/>>u
will come in another diff. I think I will need to add <<u and >>u
as operators, and have all of us install that change, before that diff.
