[m-dev.] Dropping support for 32-bit Cygwin

Hi,

As 32-bit Cygwin is no longer a thing as of November 2022, I propose
to drop support for it from the trunk. (In practice, this probably
amounts to updating some documentation.)  64-bit Cygwin will still
be supported.
