[m-users.] Announce: Colipa Command Line Parser

Hi!

I've written a command line parser, called Colipa, for Mercury, which I
hereby release under the LGPL3.

I know, there's getopt/getopt_io, but I wanted to do it better. I also did
it for the fun of it. (But it turned out to be quite a project.)
