[m-users.] Mercury Development Docker, and Bisecting Debugger?

As an update, the Docker images published in my Docker Hub namespace are 
now built and pushed automatically by a GH Actions workflow on a weekday 
basis (when there is a new ROTD).

I have added java and csharp to the supported libgrades.
