Are you sure? I was 99% sure that ROTDs have always been packaged with
the resulting C files already built. I've been using them to bootstrap
a Mercury toolchain on systems without an existing Mercury compiler
for years now, and they've been extremely useful for that since
otherwise I would need to build multiple intermediate toolchains to
get from release to trunk.
