[m-users.] Poss. compiler bug in build opt file

Is this a bug ?

Making Mercury/opts/translate.opt
Uncaught Mercury exception:
Software Error: predicate `check_hlds.mode_util.mode_get_insts'/4: Unexpected: mode_get_insts_semidet failed
** Error making `Mercury/opts/translate.opt'.

It produced a zero length translate.err file as well.

I shall attempt to pinpoint what I did although it might take a while as I’ve been refactoring / extending code.
