[m-users.] Open sourced Mission Critical IT code

Though bdd_alt fails to compile (see bdd_alt.err attached to an earlier
post to this thread), bdd does compile and test_bdd runs successfully for
the bdd/boolean_expression combination. So there is a BDD package that
seems to work.
