On most systems, mgnuc will enable -ansi by default.  In the runtime,
directory it should be overriding that --no-ansi (see
runtime/Mmakefile:244).  Passing --no-ansi to mgnuc only stops it
passing -ansi to GCC however.  Is it possible that -ansi is enabled by
default with the C compiler you are using?
