Single quotation marks accomplish one thing and one thing only:
they allow an arbitrary sequence of characters to be treated as
an atom. They do nothing to operator properties. In this case,
Prolog systems (from which Mercury derived much of its syntax)
treat true, true and true ',' true as the same.
