You will need to provide us with more information than that.

The file README.MS-VisualC contains th instructions for building
Mercury using MSVC as the C compiler.  However, I strongly suspect
that 0.13.X will not build with it.  IIRC, Peter Ross did a bit of
work on the trunk so that it can be compiled with Visual C.  I don't
think that those changes have been merged onto the 0.13 branch.
