Hi,


here is a diff for Mercury ROTD 2006-11-08 extras/xml/xml.encoding.m, 
adding Windows-1251 (cyrillic).

By the way, I see you have a different patch format, using `+' / `-' 
instead of diff's `<' / `>' - for convenience I would like to know how 
to provide patches in the same way...
