Hmm, you're on a sticky wicket with this one, then: Mercury insists that
all the clauses for a given predicate appear together in the same module
file. If modules m1 and m2 both define a predicate p/n these are viewed
as distinct predicates: m1.p/n and m2.p/n.
So that leaves the following options:
(1) simply don't allow policy rules to be defined across multiple files;
(2) take the interpretation approach; or
(3) stick with Prolog :-(.
