The problem shows up because /bin/sh in the latest cygwin is not bash but ash. Copy bash.exe to /bin/sh.exe and youll be able to go further.
However, note that mercury does not seem to run properly on beta19 of cygwin. If you can use beta18.
Also be sure (it does not seem to be your case) that you don't have a ml.exe in your path (a version of Microsoft linker).
