The documentation of this new feature will come in a later diff,
which not just uncomments the existing documentation of the
require_tail_recursion pragma, but significantly updates it.

The effect of this diff should be to *reduce* the number of .err_exp
files needed. (I think we already have too many existing .err_exp files
for these pragmas, due to MLDS and LLDS grades being closer now
than when the pragmas were added.) That diff will also come later,
because it requires a bunch of bootchecks in different grades.
