[m-rev.] for review: structured representation of option documentation

I am proposing that we switch from our current stringly-typed
representation of option help text to a strongly-typed representation :-)
The attached diff shows the general form of I am proposing for that
representation. If people agree that this is a good idea, then I will
convert the documentation of all the other options as well.

For reviews/opinions by anyone and everyone.
