[m-rev.] for opinion: list formatting for diagnostics

I intend to replace all but one of the existing functions
for formatting lists of items to format pieces with the
functions listed in the attached file. I don't anticipate
any objections to the concept, since all it does is
impose order on a list of functions that currently
don't really fit into a pattern, but if anyone knows a better
naming scheme, I am all ears.
