[m-rev.] for review: delete the bytecode backend

The diff does not contain the deleted files, since (a) there is
no point in their diffs, and (b) there is no -N option to "git rm".

After this diff, the only references to "bytecode" in compiler/*.m
are to either JVM bytecodes, or to the encoding of procedure
bodies we include in layout structures for use by the declarative
debugger and the deep profiler. Some references still remain
in TODO and WORK_IN_PROGRESS, but they were decades
out of date even before this.
