[m-rev.] for post-commit review: redo the factoring out, part 1

I backed out the commits that caused the C# install to break, and
I am redoing them in even smaller pieces, testing the C# install
at each step. This is the first step.

Note that these steps will leave the comment on the just-renamed
predicate out-of-date. I plan to update it just once, at the end of the
process.
