[m-rev.] diff: stop using implicit streams in bytecode backend

I think that making progress on eliminating implicit streams from make*.m
will require using explicit streams in the top level predicates they call
in mercury_compile*.m, which requires eliminating them from the rest
of the compiler. Hence this diff.
