[m-rev.] for post-commit review: start updating mlds_to_cs_name.m

This starts for C# what my previous diff did for Java.
Instead of doing it all at once, I am doing this one piecemeal,
committing each piece after it bootchecks successfully.
That's why the diff has ZZZs and commented-out new code;
I intend to replace those by tomorrow.
