In the absence of a review by then, I intend to commit this
in about twelve hours. It has been bootchecked in hlc.gc,
java and csharp grades.

For review by anyone.

Since this diff deletes the only use of the put_nondet_env_on_heap
option, would anyone object if I deleted it? It is not publicly documented.
