[m-rev.] Bug: semi-empty program starts 32 threads

Hi
I've attached a program that, when compiled in the asm_fast.par.gc.stseg
grade, will spawn 32 threads. It's empty, except for a call to nanosleep.
This call gives you time to inspect the running threads, with:
ps -A -eLf|egrep fis
You can compile it with the included mmc-make script.
The compiler has the version rotd-2023-08-15.
