[m-rev.] for review: clarify the documentation of --optimize-constant-propagation

This diff makes clear that we do not compile-time-evaluate *all* calls
with constant inputs, just calls to some library preds/funcs.

Once we agree on a final text, I will apply it to the help message in options.m as well.
