The attached file is my current draft of the new module
to make -O<n> options additive. I have integrated it
with the modules that interact with it the most, namely
options.m andhandle_options.m, and I am just working
through all the compiler modules that now need to look
things up in the new module rather than in options.m.

Peter, could you please have a look, and see if you have any
comments about the structure of the module, and its general look.
It is mostly automatically generated, so don't be afraid to propose
systematic changes.

The reason I ask now is that if any suggested changes affect the
modules I am still to work on, then I could take the suggestions
into account as I update them, and so modify then just once.
