[m-rev.] for review: representations of complex types in .int files

Note that I also plan to add a synonym for compiler_sufficiently_recent
before committing this, but don't yet know what date to put on it :-),
partially because I am also considering not committing this on its own,
but waiting until I have also written the code to read in type_repns
from .int files, and use the decisions encoded in them to represent
all types.
